Welcome to Believe Housing and Oaktree Living’s public consultation website. This website has been created to provide information about the proposed development for new homes on Armstrong Road, Peterlee, and to gather feedback on the proposals.
The design of the proposal is still evolving, meaning that the information presented here is not final and may change in response to the comments received through this consultation.

The Site
The site comprises 2.77 hectares of disused industrial land within the Peterlee North East Industrial Estate, situated just over 1km (as the crow flies) North of Peterlee Town Centre. This brownfield site has been vacant for over 2 years, despite being surrounded by both residential and industrial areas.
To the West of the site, off Stephenson Road, there is a recent residential development, comprising 59 affordable homes, also built by Believe Housing. To the south, there is a woodland belt, beyond which is an established residential area. To the North, there is a site used for industrial purposes, and to the East, there is a large area of vacant (previously industrial) land which now has planning permission for residential development. As such, the local context of the site changed significantly in recent years, away industrial uses.
The Proposed Development
This proposal includes the development of 70 affordable homes, including:

The scheme would offer affordable homes for local people, all with private gardens and parking, with all 70 of these homes being available for social rent or affordable home ownership.

10% of this housing has been specifically designed to cater for the needs of older and disabled people, and 66% will be designed to be easily adaptable to meet the changing needs of its occupants over time, including those with mobility limitations or other disabilities.

The proposed development provides generous open space across the site, including a Local Area for Play (LAP). The development would also provide a 10% uplift in biodiversity across the site, and existing trees will be retained and preserved where possible. A Sustainable Drainage System (SuDs) basis is also proposed alongside numerous swales, which will ensure that the development will reduce the risk of surface water flooding on site and nearby.
